CITY OF PORTLAND
The Mayors office requires a ?Production Application? that registers filming activity within the City of Portland, a Business License and Insurance. Most commercial & print production companies that reside outside the City of Portland are eligible for a ?Business License Exemption?. Please see the ?Sample? form on their web site as to how to fill it out. Besides the standard certificate naming the City of Portland as holder, there is an insurance requirement that is necessary if your plan to hold traffic within the city limits or use a city park. It is an ?Additional Insured Endorsement? and must be signed by the insurance company, which can take a few days to execute. If it is only reserved parking needed, the special endorsement is not needed. If you are entirely on private property, then just the ?Production Application? registration is required. There is NO fee associated with the ?Production Application? registration.
OUTSIDE CITY LIMITS
Some counties and adjacent cities have a ?Film Permit? that is need if you plan to be on public property, but most don?t. Many times road permits are treated like road construction and fall under a ?right of way? permit. If it is a large complicated shoot, it may come under ?Special Uses? such as a Parade permit.

Metered Areas: $22.00/space (20 ft)/day
Non-Metered Areas: $66.00/blockface/day
Area Parking Permit Areas: $7.50/space (20 ft)/day
If the metered parking is within the ‘Smart Meter’ zone, then the City does the posting. If it is the older/standard meters, you must pick-up meter bags and place them yourself. On streets where there are no meters, a barricade company must be used and a member of production must place them and staple the meter bags to them. Meter bags are disposable after shoot.

Most traffic control done within the City of Portland can SAFELY be performed by Certified Flaggers rather than Police. Sometimes if the closure is large and complicated, a mixture of both police and flaggers can be used together. This is a great saving opportunity on a production budget!

OREGON DEPARTMENT OF TRANSPORTATION (ODOT):
The ODOT permit coordinator estimates what the recovery costs are for your specific project and you are required to bring a check in that amount when picking up your permit. Upon completion of filming, either a refund or a bill for the balance owed will be sent to the production company. It usually takes approximately 8 weeks for them to reimburse or send invoice. The inspector usually just stops by to check-in and make sure things are going smoothly. If it is a complicated shoot, they might decide that it is necessary to have the inspector there for a portion of the day. The recovery costs associated with the Permit Preparation is that of the engineer that reviews the traffic plan that you have submitted with the permit request.

Ross Island, St. Johns & *Steel Bridge(s)
*Steel Bridge: ODOT/PDOT/TRIMET/UNION PACIFIC RAIL ROAD all have portions of the Steel Bridge. It can be complicated to permit and a clear understanding of who has jurisdiction over which part can be tricky!

FIRE HYDRANT PERMIT:
Two checks must be delivered to the Water Department, one for the equipment rental and one fully refundable deposit check.
First Check: $172.00
Minimum of (3) day Hydrant Meter rental: $172.00 and a charge of $27/per day thereafter if not returned after 3 days. This rental includes the first 700 cubic feet of water used. After that, water is charged at $1.77 / 100 cubic feet used.
Second Check: $900.00
This check is fully refunded AFTER the final bill is sent out to you AND you have paid it?this takes up to 60 days.

Rates incude operator. Non-refundable $200.00 Deposit and (2) week notice required. If you want to get on an ?in-operation? train car and go with the public, that is possible and the charge is $0. In such case you must get permission from the public if they enter your frame and in some cases the ?You Are Being Filmed? signage may work fine. In all cases you must get a permit and provide proper insurance.
